On the 28th July the Chiefs of Staff* approved a Report on Far East defence measures. In this Report two recommendations were made.

2.

These were:-

(a) That stricter measures for the

control of entry of Chinese into Hong Kong should be introduced as soon as possible.

(b)

That food reserves, both there and in Malaya, should be brought up to the approved scales forthwith.

The Chiefs of Staff feel that both these questions are urgent and I very much regret that these recommendations were not sent to you before.
